This is the decision that matters, and it is not about features. Steam players cannot play with Xbox or PC Game Pass players. Xbox console and PC Game Pass share a pool through Play Anywhere. Decide as a group before anyone spends money — see crossplay.
Game Pass changes the maths
If anyone in your group has Game Pass, the game is free for them, and it launched there day one on both console and PC. For a $9.99 co-op game, "one of us already has it included" often decides the whole platform question. See Game Pass & Play Anywhere.
Play Anywhere
One Microsoft Store purchase covers both the Xbox console and Windows versions, with shared saves. If you want to play on a console and a PC, that is the version that does it in one purchase.
